Official Plan Amendment 116 was adopted by the City of London on June 25, 2024, by By-law No. C.P.-1512(dm)-166. The submission was received on August 13, 2024, and deemed complete on September 3, 2024. The ministry is seeking feedback on the council adopted OPA and will review all comments before recommendations are provided to the Minister of Municipal Affairs and Housing for a decision in accordance with sections 17 and 26 of the Planning Act. The City of London is undertaking a phased approach to updating its Official Plan. Official Plan Amendment 116 represents phase 1A of the City’s official plan review process.
Official Plan Amendment 116 include mapping and site-specific policy changes to the City of London Official Plan.. Official Plan Amendment 116 proposes to:
1. Add additional sites, along with policies, to the site-specific policy areas within the City of London as outlined on Map 7 of the London Official Plan.
2. Remove sites that are no longer subject to site-specific policies from the site-specific policy areas as outlined on Map 7 of the London Official Plan.
3. Redesignate select parcels of underutilized, and vacant industrial lands to non-industrial designations to further facilitate housing and mixed-use development to help meet the city's anticipated housing needs.
The land use conversions and site-specific policy changes proposed in OPA 116 are informed by the City of London Community Growth, and Industrial Employment Areas Land Needs Assessment reports. The proposed conversions are based on evaluation criteria that includes, but is not limited to, compatibility of proposed land use, economic development initiatives and strategic locations, feasibility of municipal servicing, adequate parcel size, market demand from the industrial sector, environmental and other constraints.
