Proposal summary
Under the Mining Act, lands subject to advanced exploration and/or mine production activities must be rehabilitated after the activities have finished. A closure plan outlines how the land will be rehabilitated and the costs associated with doing so, as well as providing for financial assurance from the proponent to cover rehabilitation costs.

The Site is located approximately 13 kilometres (“km”) southwest of the City of Timmins, Ontario within the Porcupine Mining Division, District of Cochrane. The Project lies within the Townships of Bristol and Ogden, though most of the Project development and activities will take place in Bristol Township. The Project can be accessed via Highway 101 and is located approximately 4 km northeast of Pan American Silver’s Timmins West Mine.
The Project will be situated on the south side of Highway 101 and located completely within the boundaries of Lease 110033. This lease provides Explor Resources with mining and surface rights over an area of 3292.48 hectares. The lease is granted for a period of 21 years and expires on April 30, 2043.

Proposal details
Closure plans and amendments must meet all legal requirements at the time of submission. Otherwise, they cannot be filed by the ministry.
A Notice of Project Status was provided to the Ministry on November 15, 2023. The Ministry provided direction to the Proponent with direction on consultation with Indigenous communities on February 11, 2024.
The proposed West Cache Advanced Exploration Closure Plan had been previously submitted as a Draft for review. In anticipation of a potential submission, however, the ministry has made the proposed Closure Plan available to the public for the purpose of seeking public comment.
Explor Resources is proposing to advance the development of the Project by completing an advanced exploration program. The proposed Project will allow Explor Resources to collect a 90,000 tonnes bulk sample from the Zone #9 deposit through the development of a portal and ramp. The Project will also include exploration drilling at depth.
The Project will allow Explor Resources to further assess the economic and technical feasibility of developing the Property into a producing mine.
The bulk sample will be collected using traditional underground mining methods and will be sent offsite to an existing mill for processing. The construction and advanced exploration phases of the Project are anticipated to take approximately two years to complete. Following the completion of the Project a decision will be made to move the Project into commercial production or closure. The closure phase is anticipated to take two years and will be followed by a period of post-closure monitoring.
