This permit should not be allowed.
This permit is already a Category 3 permit, which means it has the greatest potential to cause environmental harm.
The proponent should have to apply for Town Water and Town Sewers. The proponent should have to pay for the cost of extending these services to St. Rita at Marylake.
This Long Term Care Home for 160 beds is being built on the Oak Ridges Moraine. This home is being located very close to the kettle lake, called Marylake. The effluent from this home cannot be contained in a septic field or a holding pond, but will inevitably contaminate the kettle lake.
If a Permit to Take Water is allowed, it should be for a lot less than 51,180 L / day.
BTW, multiplying the per minute rate of 35.5 by 60 (minutes) and by 24 (hours) gives an answer 51,120 L / day.
The home should be employing the latest most water efficient toilets. The grounds should not have sprinklers to water the grass.
My husband and I use between 11 and 14 M^3 every 2 months. We have low flush toilets, and do not water our grass. We do cook and we do have a large veggie garden which we water a little in the spring and summer. Assume that we used 14 M^3 in 2 months. For a month, we use about 7 M^3. For a day, we divide that by 30.5 days, and multiply by 1000 to change to litres. This works out to 230 L/day. This is water use per day for 2 people. For 160 beds, if their water use was similar, we need to multiply that by 80, giving 18,400 L per day.
This permit is asking for a permit for 51,180 L/day. This is an excessive amount of water for this home.
