To who this may concern,
No matter the allocation process you guys do people are going to be upset. I think the best way to appease majority of the hunters is have a group tag pool (group being 10-12 hunters) and a individual tag pool. Still have a point system for the individual tag pool. Every year you apply as a individual you get a point. If you apply within a group you don't gain any points as the group tag pool will be lottery. This makes it fair for the hunters that by themselves and the hunters that hunt in gang.
What is proposed now will help with making sure all tags are being used. But the groups will have a harder time applying because most gangs only want one tag. For example say 13 points got you a Bull tag the year before. You have two hunters with 13 points for this years draw. You will want both your hunters to apply for the bull tag because if 13 points is the cut off again it will go to a lottery within all the hunters with 13 points. The cut off ends up being 12 both the hunters get bull tags and now your next highest guy is 8 points and your 5 years out from getting another bull tag. Having a group tag pool takes all those problems away while making it more fair for the hunter that likes to hunt alone.
