I think the "last chance allocation" will solve the problem in itself. Penalizing a hunter for not accepting a tag is unfair.....for example if there are three hunters going together and they are all on the cusp of enough point for a tag, all apply hoping one gets a tag. Losing their points for not accepting would mean only one can apply and would lessen the chance of success.
