I think change is overdue. I have 2 scenarios that are problematic. One we are encountering and one potential on the current system.
We hunt unit 26. Since the change we have consistently seen tags go to people with 1 or 2 points than the high points of our group. We are shut out even though only half of the tags are accepted. We enter round 2 and half to compete with people entering from other units who didn't write have enough or, potentially, the original applicants who are trying to keep competitive pressure down by blocking round 2 tag allocation.
Scenario 2 is far more problematic. On the current system, an animal rights organization could, over time, block an entire wmu from hunting by getting people into a strong enough points position to simply apply in both rounds, win, but decline the tags preventing anyone from hunting them. In WMU 26 that would have taken less than 30 people to block the hunting of bulls.
Your proposed system gives us a better chance at a tag in round 2 if that is what has been happening in our unit.
