I an writing this review as a hunter and also as an outfitter in Northwestern Ontario.
The idea of creating a third round is a great idea that will open up more opportunities for hunters. However the idea of causing hunters in the second round to forfeit their points if they choose to not accept their tag awarded to them is absurd. From a hunters perspective which also correlates over to the outfitter side are very close. There is a lot of reasons that people put in for the second round tag allocation and also lots of reasons that they don’t accept the the tag. In groups of several people they all put in for the second round if they were unsuccessful in the first. If all of a sudden unexpectedly more guys then expected pull a tag they only except the tags that they require to hunt and provide the group with some moose. And the rest go unclaimed no fault of their own. By making them all take the tags it results in that group either wafting a tag or taking more moose then what is required. This is a result to you never know what is required for points to get each tag in a WMU.
By doing this you are penalizing the hunters for this. From an outfitter perspective you are going to cause
Groups to run out of points and be unable to come and spend time and money in the area providing a significant influx to the tourist area (outfitter accommodation, gas, groceries, butchers, guides and so on).
A better way to implement this would be if the hunters that receive a tag in the second round do not take their tag they do not loose any of their points. But instead every hunter who was successful in the first or the second round and do not take their tags then they would not be allowed to apply in the third round. This is because they are showing that they obviously do not wish to have a tag and should not be allowed in the third round. Not only does this allow more hunters the opportunity to receive a tag and engage in the fulfillment of participating in a hunt. But it also allows to groups to still manage their points and being able to to continue for years to come. And in those the MNR would be looked at as being proactive to introducing new hunters as well as respecting established groups
