I think over all these changes are reasonably in line with how I have felt about the points system. While I don't have a direct issue with the points system the biggest concern has always been the unclaimed tags. I believe that many "anti hunting" individuals or groups use this as a method to jam up the tag allocations.
I'm not to sure how I feel about second chance first choice automatically draining your points as life does happen and if someone has something that can't be avoided occur in the time period from applying to the claim deadline then they are out of luck. I do fully agree with a deadline for the claim and feel that having this deadline in advance of the season would be sufficient enough to allow hunters to purchase any available tags. A further deterrent could also be a penalty fee for not claiming a first or second draw first choice points based tag, perhaps half of the tag face value.
Having the remaining available tags sold on a first come first serve basis would be incredibly useful, however I think these tags should be first exclusively made available to northern residents, perhaps for a several day period, before being open to all other applicants. My reasoning for this is the simple logic that those of us who live in the north live around these animals on a regular basis. We se them, we navigate driving and living around them, yet we struggle to be able to hunt them. I personally live in Goulais river, 30 minutes north of Sault Ste Marie. I see moose on an every other week basis, constantly stress about seeing them in the dark as collisions and road hazards is a regular occurrence in the area, yet I have to travel 9 hours away to an area where we can buy tags from an outfitter as my party is just 2 of us which means points based tags are few and far between for us. I strongly believe that thise who live amongst the moose should be favored in the access to hunting them.
