If the intention is to make the tag allocation system "more fair"
Points should be deducted from all successful applicants in the first round as well as the new proposed third round regardless of if they "took" bought the tag or not.
or
Change the second chance process to have it mandatory to take the tag and points loss if successful in the second chance time frame.
