- Institutional and commercial users will be massively increasing electricity usage as they seek to decarbonize. Funding under the EE Framework should be available to assist these organizations to adopt the most energy efficient technologies possible in their electrification programs.
- Institutions with mature energy conservation programs have already addressed the types of projects that bring incremental energy reductions for modest cost. A future framework needs to offer the funding that makes feasible more ambitious energy system changes that can have bigger energy reduction impacts.
- The Energy Manager Program was valuable and effective and should be reinstated.
- Administrative simplicity is fundamentally important. Organizations do not have the human resource capacity to tackle complex and detailed application and reporting requirements.
