The "need" for bottled water in Ontario is minimal; virtually all people in Ontario have access to safe tap water. The current 'fashion' for bottled water is silly; people are actually buying bottled tap water. This is a problem because most bottled (tap) water is sold in single-use plastic containers -- many, if not most, of which end up in garbage that goes into landfill. To change this situation bottled water must become so expensive that current buyers of single-use bottled water will want to adopt better options -- e.g. refill water bottles at home or at drinking fountains.

Companies that currently bottle and sell single-use (tap) water or single-use "spring or well water" must pay to Municipalities and to the Province a substantially higher bottling fee -- these proceeds should go into municipal and provincial government coffers. These water-bottling companies make exorbitant profits by deleting a provincial natural resource and the Province gets only minimal compensation for the loss of this ground water -- a natural resource that is owned by the Public!
