I believe the needs of the wider community should be the first priority of any legislation concerning water usage. I believe the sale of water in any form outside the community is irresponsible and environmentally hazardous. I believe that as long as I am being encouraged through financial penalties, such as higher water rates and constant governmental hectoring to conserve water, that it is wrong, perhaps immoral for the sale of water for commercial profit to be permitted.
