I have 2 comments.

1- I would reinstate the ability to transfer a tag once, with the person transferring the tag loosing all points. Reason, this person rarely will hunt but continues with the tag process in the hopes to go hunting but reality, not likely to ever go. Ability to transfer the tags removes him/her from all tag holders.

2- I believe that in certain units, the number of moose taken by groups of first nations is detrimental to the entire population. Without an effort to encourage first nations to use a management approach to harvest, moose population that is declining and will continue to decline to a point where hunting will not continue for all to enjoy.
