Problem number one with the present system is that it is a copy of one used in a US State which
indicates to me the lack of knowledge and experience by staff initiating a points based system. The previous system worked just fine but one of the flaws was single applicants were at a disadvantage when applying due to hunting parties of 4 to 10 members.

Reverting back to the old system with some minor changes would quickly alleviate the apparent LOSS
of revenue to the Ministry as verified by the number of unclaimed tags in the second draw. To further enhance the process multiple hunter applicants should be registered as a Hunting Group with an access number identifying only that group in the draw process.

Another issue which must be resolved to equate fairness in the non aboriginal hunt is the opening dates for each season. Having worked with First Nations staff for over 25 years it is my experience that most community hunts are completed by the end of September therefore allowing other hunters an opportunity to hunt during the last phase of the moose rut which would not impact the population as the majority of animals would have engaged in the reproductive process.

l was amazed to be awarded a cow/calf tag with 2 points, l did not purchase the tag because l was in the process of increasing my tag points and which indicated to me the panic in the Ministry of unclaimed tags and loss of revenue to merchants depending on hunter sales in their areas.

To solve the issues with this process a revamp along the following lines, ie Group registration, opening seasons for gun hunters October 1st, one entry covering all manifestations of the hunting regime and
conduct a Survey of eligible hunters using the login process in place of the previous suggestions.

I'm only guessing but l feel a lot of non hunters and anti hunting individuals are involved with the development of this process, keep it simple and straight forward, good Moose management will benefit.
