Extend the moratorium on water extraction for one year and then introduce legislation to prohibit the issuance of new permits. Implement a phase out period where current water extraction for bottling and sale will be eliminated over a period of time. At the very least increase the royalty fees for water taken for the purpose of sale and profit.
