I believe this discussion needs to take thoughtful consideration into Municipal Water in Ontario as a whole.
Can the province say with 100% certainty that every Ontario community (most notably northern communities) have access to clean drinking water? If the answer is no, then are these residents relying on bottled water for drinking water?
Can the province say with 100% certainty that every Ontario resident has control over the water coming out of their tap i.e. highrise apartment building, is the kitchen tap softened etc? If the answer is no, then are these residents relying on bottled water for quality?
Can the province say with 100% certainty that there will be no natural disasters in Ontario where bottled water may become an important source of safe drinking water for a community?
And finally, why does this moratorium not exist for other large water users i.e. those within O. Regulation 450/07? Why just the bottled water industry?
