I do not think ONTARIO needs additional billboards. Further, additional lighting to existing billboards should not increase.
No moving picture or rapid change in picture should be allowed. A picture change once per hour should be maximum rate acceptable.
Ad pollution is not required. Movie type billboards distract drivers and are not in public interest.
