Operational curtailment is absolutely necessary to mitigate the impact wind turbines have on bats and I am very glad to see this proposed amendment. However, Whitby et al. (2024) found that curtailment reduced total bat fatalities by 33% with every 1.0 m/s−1 increase in curtailment wind speed and supported a 5 m/s cut in. A 5.5 m/s cut in has been used in research studies by NRSI in Ontario and proven to successfully mitigate impacts on bats. It is recommended that a lower cut in speed be required during migration periods and that a 7 m/s should be implemented year round.
