Dear Minister Calandra,

I am writing on behalf of the Ontario Non-Profit Housing Association (ONPHA) in support of a Minister’s Zoning Order (MZO) for Spotlight Development Inc.’s proposed development (“The Inclusive”) located at 1635 Lawrence Avenue West in Toronto. The proposed development will create nearly 1,900 new housing units, including over 1,300 units of affordable and attainable housing, that will provide safe and affordable homes for workers, families, and Ontarians at large.

ONPHA is the voice of non-profit housing in Ontario. Founded over 30 years ago, ONPHA is a member-funded and directed association that represents over 700 non-profit landlords and local housing corporations throughout the province. ONPHA’s membership provides safe, affordable, and stable housing for over half a million Ontarians along the housing continuum.

The Inclusive development is an excellent example of the types of solutions that can be developed through private – non-profit partnerships. ONPHA knows that the housing crisis requires a team approach with collaboration and cooperation from the community housing sector, all three levels of government, and private developers. Together, we can develop innovative solutions to affordably house Ontarians.

To make this solution a reality, ONPHA is supporting the use of an MZO for this property. MZOs are critical tools for advancing much-needed affordable housing development in the city. By expediating land use changes, this MZO will help reduce delays and fast-track the proposed development, minimize project costs, and maximize the affordability of the units created.
