The stated goals of protecting “the strategic national mineral supply chain” go beyond provincial authority. Anything of strategic national importance should be the domain of the federal government. It is a reasonable concern, but the legislation should further acknowledge the role of the federal government and provide a mechanism to automatically retire provisions that are made redundant, or conflict with, federal legislation. Otherwise it creates a high risk of bureaucratic duplication and may inadvertently increase the administrative burden that it seeks to reduce.
