This reform will help advance development applications through the site plan process, as well as, the ADU process and building permit process for 10 units or less. Given the potential impact of this, and given historical trends in variances, I would recommend a 20% reduction (or increase as a variation) in all zoning bylaw regulations as setbacks are usually only one of several variances. This could apply to building height, parking, lot coverage, amenity space requirements. If you want to reduce the volume of OLT hearings, and expedite approvals, establishing a 20% variation as minor would be more helpful as-of-right. Anything beyond this would require the standard CofA process with supporting information. This is a good idea and reform.
