This approach is very alarming to me. It seems like there is not clarity around how the exemptions will apply. The point of archaeology is to investigate below ground where you may not know the answer. It doesn't make sense to base exemptions on what we already know. Things will get missed. The ministry already has checklists to help identify potential (i.e, not every single time a shovel breaks ground merits a full review). It's very easy to see how this may result in legal challenges from First Nations which will slow down development anyways.
