Boralex Inc. notes in this ERO posting regarding limiting foreign jurisdictions' participation in Ontario's Energy sector, it mentions that this proposal will focus on future resource procurement activities and not processes already launched, awarded or being implemented. Boralex is supportive of not having any foreign jurisdiction limitations be applied retroactively. Projects in developing in Ontario that went through resource procurements like IESO's E-LT1 and LT1 RFPs could not have anticipated any jurisdiction limitations while bidding. Applying limitations retroactively could lead to project delays, significant cost increases, and the potential of projects not moving forward.
