I am writing to voice my strong opposition to the proposal outlined in Environmental Registry of Ontario notice 025-0009, and in particular, Section 6, which would allow the burning of unrecyclable materials in lime kilns.

This proposal poses unacceptable risks to public health, the environment, and the long-term sustainability of Ontario’s waste management system. It fails not only in its design but in its principles — promoting a polluting, short-sighted solution to a growing systemic problem. This issue has been on the forefront in our community with Caremuse Dundas already trying to burn ACLF in the klins, which they finally decided to not continue with, as the community fought back against this idea. I will ask the same questions now as I did to Carmeuse, which they could not answer and I am sure the government unfortunately does not have a plan for yet either.

In the current lime klins in Ontario, will the following items be tested, updated, check on monitoried?

• Electrostatic Precipitators – Will any changes need to be made to these when burning the waste?
• Nylon and non-recyclable plastic, who monitors how much of this will be in the waste? Also in terms of this when Nylon/ plastics are burned who tests for chlorine in the plastic and nylon in the waste, does this change the burning parameters? This was answered on the call. I believe this would all be on the fuel supplier, but could you confirm this?
• Who tests the waste prior to getting to the facility? To check for Water, Sulfur content, Nylon, Plastics, etc? It was said it was the supplier, so how will they be held accountable if the standards of the waste are not reached?
• How would truck traffic change based on the current fuel types?
• Is there a current air quality and dispersion map to show the location of the emission and where they will likely go after coming from the stacks? There was talk of dispersion modelling, can this be shared?
• Human Health risk assessment for Air Quality, will Carmeuse do this anyway to protect the neighbouring community?
• Are the current stacks under legacy rules the proper height?
• Who will bring the current kilns and stacks up to the current codes, as many of these stacks are legacy and were built prior to the new MECP regulations

I encourage the minister to withdraw section 6 of this proposal and re-think a policy that can help prevent waste.
