to gather cost data from specified parties, that data be used
to enhance program fairness and transparency.

 Support regulations that mandate cost and system data
transparency to ensure accountability and informed oversight
of PRO performance.
3 Enable the
government to make
regulations that
require PROs to make
an offer to
municipalities or other
specified entities to
service small
businesses to
municipalities or other
specified persons.
 Reduces duplication of services being provided, reduces the
number of waste collection vehicles on the roads and avoids
unnecessary emissions caused by requiring dedicated routes
and separate trucks.
