Re: Amendments to the Resource Recovery and Circular Economy Act, 2016, in response to stakeholder requests for increased transparency and continued service to small business
Thank you for the opportunity to provide feedback on the draft amendments to the Resource Recovery and Circular Economy Act. The following are the City’s comments:
1. Allow the Minister to Order RPRA to Gather Information from Specified Parties:
o Hamilton supports this proposal for greater transparency and detailed information. This will help ensure producers understand what they are paying for when contracting with a PRO.
2. Enable Regulations for Transparency on Cost and System Data:
o Hamilton supports this proposal for greater transparency related to costs and system data.
3. Enable Government to Require PROs to Make Offers to Municipalities for Small Business Services:
o Hamilton supports this proposal to ensure the efficient and effective collection of recyclables. Additionally, Hamilton endorses the co-collection of both eligible and non-eligible sources in the same truck. Mandating separate collection routes could significantly and unnecessarily increase costs for certain sources. However, Hamilton would like the province to ensure that offers provided to municipalities are reasonable and reflect the cost for providing this service. In addition, Hamilton believes that small businesses should be included in the province-wide Blue Box program that producers are responsible for.
