The City of Cornwall supports amending the regulation to allow small generator IC&I establishments to be included in the common collection system administered by the Producers.
The City is willing to compensate the Producers for the service. We have found that the price per stop for collecting and processing non-eligible material to be unfeasible since the economy of scale for this service relies on having NES properties collected at the same time as residential properties. This is what the City of Cornwall has done for decades and it works flawlessly.
Since municipalities were never compensated for NES service through WDO Data Call, we understand that there are financial requirements for the Producers to offer this service.
