RLG understands that the ultimate goal of the government is to operate a streamlined, cost-effective EPR program for packaging in Ontario.  There are several approaches to achieving cost savings which have been previously provided to the government for consideration.  Additionally, there could be more transparency in the program, by changing the governance model to allow for more collaboration across all stakeholders including presenting savings opportunities directly to the committee.  This would also allow for open discussion on which metrics should be tracked and reported, trends in CCS data, how budgets are presented and the information contained within them, as well as what information is shared with producers.  Ontario's EPR program was designed to be producer lead, however, under the current structure, the program is essentially being led by one PRO who holds most of the decision-making capabilities.  The quickest, most effective way to achieve transparency would be to change this structure.
