Gathering Information to Assess System Effectiveness and Plan Future Changes
Oxford County supports information gathering to determine system effectiveness and plan for future changes but is concerned with proposed 5-year delay of recovery targets. The County believes the producers have had sufficient time to prepare for the Blue Box Program transition and that recovery targets should be imposed as soon as possible.
Increasing Transparency on Costs and System Data
The County supports this proposal which will address transparency and cost disclosure from PROs to producers and the RPRA.
Maintaining Collection for Small Businesses
Oxford County supports this proposal but requests that co-collection of material from both residential (eligible) and small businesses (non-eligible) be permitted for cost efficiencies and to reduce the number of overall collection vehicles on the road.
The County is set to launch its recycling program for small businesses that will not receive recycling collection by PROs and do not meet the requirements of O. Reg. 103/94, in January 2026. Small businesses will be required to purchase a new recycling container in dark grey to set it apart from the blue box program or use an existing blue box with program labelling to identify the set out for the small business recycling program. Program material will be collected by a dedicated collection vehicle since PROs are currently prohibited from co-mingling of material from eligible and non-eligible sources.
