I am concerned that reduction of the road allowance could result in an unlimited delay in the rehabilitation of the current quarry.
The practice used by some pit operators is to leave unmined a small percentage of a quarry. When asked why they have not rehabilitated the quarry in preparation to become a passive lake, and relinquished their licence, their response is they have not completed the quarrying of all the material allowed by the licence.
Unless stipulations are written into the change in the licence that require progressive rehabilitation of the existing quarry based on stipulated milestones, the road allowance could be used as the small percentage that is not yet quarried.
