Why is this even an argument? Bicycles and bike lanes reduce traffic and in Toronto we want them. Don't waste energy on this topic. Let Toronto get on with planning our own city ourselves. This whole topic should not be taking up time and energy from the province. It's a colossal waste of time and money to tear things down and try to pull things back when they have already progressed.
