Most streets will be entirely unable to install bike lanes in the areas they would be most beneficial, because there is nowhere to add them unless streets are widened. We cannot do that with buildings there, or by removing sidewalks.
This bill effectively prohibits cycling lanes which are the first step in convincing people that cycling can be safe. Without cycling lanes, you have more traffic - which is the opposite of what this bill proposes to accomplish.
This is an utterly ridiculous proposal.
