I am writing to express my support for Bill 60, the Fighting Delays, Building Faster Act, 2025.
As a long-term residential condominium unit investor and landlord, I have experienced significant challenges under the current Residential Tenancies Act (RTA) framework, particularly the lack of timely and effective enforcement of landlord rights. While the Act rightfully protects tenants, the current system has created an imbalance where the financial and psychological burdens placed on responsible landlords have been overlooked.
For many landlords like myself, residential rental properties are not large commercial enterprises—they are family investments intended to provide long-term financial stability. Yet the existing procedural delays, inconsistent enforcement mechanisms, and limited recourse against problematic tenancies have resulted in substantial:
a. Financial losses, including rent arrears, property damage, and carrying costs during lengthy LTB delays;
b. Psychological stress, as landlords often have no meaningful tools to address chronic non-payment or misconduct;
c. Operational risk, which discourages continued participation in the rental housing market.
Over time, these systemic issues have led many small landlords to exit the rental market entirely, reducing supply and ultimately harming tenants seeking safe and stable housing.
For these reasons, I support Bill 60’s efforts to:
a. Streamline adjudication processes,
b. Improve enforcement, and
c. Rebalance responsibilities between landlords and tenants in a way that encourages fairness and long-term housing stability.
A more effective dispute resolution and enforcement system will benefit both landlords and tenants. When landlords have confidence that their rights will be respected and issues will be addressed promptly, they are more willing to invest in rental housing, maintain units to high standards, and continue participating in Ontario’s already strained housing market.
I encourage the government to continue prioritizing efficiency, accountability, and balanced protection for both parties as Bill 60 moves forward. Strengthening the rental framework today will help ensure a more sustainable and accessible housing environment for Ontarians in the years ahead.
