When would if ever be good…

When would if ever be good to dump that much sewage in to a river, let alone upstream from thousands of people who live on the river, swim in the river, fish in the river and may get there water from the river. Not to include all the animals that use the water as a drinking source. It doesn't make any sense to go through with something like this. Treated or untreated its not a good idea in my opinion 😕
