I am writing in support of the proposed removal of minimum lot size requirements. This change aligns Toronto with other forward-thinking jurisdictions that have already modernized their zoning frameworks to enable more flexible, context-appropriate development. Removing minimum lot sizes will help unlock underutilized parcels, support gentle density, and create a broader range of housing options—particularly in established neighbourhoods where existing lot patterns already vary widely.

Minimum lot size rules often act as an unnecessary barrier to housing diversity and small-scale infill. Eliminating them allows the market to respond more effectively to local context, provides opportunities for more affordable forms of housing, and encourages better use of existing infrastructure and services.

At the same time, to ensure land is used efficiently and to discourage the creation of overly large parcels that undermine city-building objectives, the City should consider establishing a maximum lot size or applying a graduated surcharge for lots that exceed a defined threshold. This approach is used in several jurisdictions to promote equitable land-use patterns and prevent land-assembly practices that can drive up land costs and delay much-needed housing.

Introducing a maximum lot size, or a financial mechanism that disincentivizes excessively large lots, would reinforce the City’s commitment to compact, complete communities while still allowing flexibility for appropriate development.

Overall, removing minimum lot-size requirements—paired with a thoughtful cap or surcharge on excessive lot sizes—would be a balanced, modern policy update that supports affordability, sustainability, and efficient growth.
