This bill is another blatant and disingenuous provincial overreach over municipal infrastructure. Municipal streets should be of no business to the province and this bill is an attempt to dismiss public debate over local city building to move people more efficiently, NOT CARS. Whoever drafted this bill suffers from elitism bias - a phenomena that explains how people in power assume everyone else experience the same reality and travel preferences as them, a population group that rely on private vehicles to get around. The bill removes the most important toolkit planners and designers have to rationalize the use of private vehicle by making optimizations and road interventions that could prioritize more efficient and greener modes of transportation. Im completely against this bill and I believe it will achieve absolutely nothing in relieving congestion. This bill is trying to shoehorn 20th century urban planning practices into a 21st century context no matter the cost and dismisses what most progressive and equitable cities around the world are doing.
