I cannot believe that the province is still planning to directly interfere with municipal planning decisions in regards to road usage. There's a reason why there are different levels of government in a democracy. Municipalities have officials who are directly elected to represent citizens at the most day-to-day level. Those are the officials who should be making local decisions. There is no way a provincial body can understand and make appropriate decision for municipalities. If citizens do not like what their municipal electors are doing they can vote them out of office.
Municipal transportation issues should be determined by each municipality. Anything else is a step away from local democracy.
