As an Oakville resident, I’m concerned about the current plan for the TOC planned for Oakville. It seems to me that the province is taking a “if you build it, they will come” approach with the current plan.
My objections to the current plan are the following:
The building height is excessively and unnecessarily tall
The tall buildings are not human scale and will not provide a walkable community
The goal of a TOC should be to provide access to transit for the whole community, not just one area
Suppose the province were to take a more holistic approach to development plans, and bear in mind the needs of the whole community, then it should look at limiting the height of buildings in the TOC area at the Oakville GO to a more human scale of 15 or so storeys. The other “stories” that were planned for the TOC could become several mini TOCs spread around the community. The great features of a TOC include business, residential units, community features such as parks and arenas, and, finally, easy access to transit. Oakville currently is mostly a city with many areas that have no walkable access to any of the features of a TOC. Shouldn’t the goal of the TOC be to provide for the people already in a community?
Key features of walkable cities include close access to amenities, trees, a human scale, narrow streets, frequent small green spaces, retention of skyview, interesting street businesses and features, and sunlight. Three high-rise buildings concentrated in one area only provide the amenities, but none of the other features necessary for a walkable city. You need only to look at the illustration on the Oakville GO TOC on the Infrastructure Ontario web page to see that NONE OF THE FEATURES OF A WALKABLE COMMUNITY ARE THERE!
Finally, this plan is against the wishes of the town council, who represent the citizens of Oakville. Change to our community is definitely needed, but this plan does not make sense and there is no evidence. that "if you build it, they will come."
