In some cases centralizing can result in savings. However, there are other factors to consider. Environments vary from region to region, necessitating expertise in those environments. Centralization will result in less attention to the specifics of a certain area, which can then eventually lead to a decline and even destruction of a local environment and its precious animal and plant life. Conservation Authorities also regulate construction and maintenance of facilities, especially in flood plain areas. It would to too easy for a more centralized agency to permit changes to the environment due to lack of intimate knowledge of the specific environment.
I realize that the current provincial government is interested in reducing regulation that might slow down development. But local Authorities can process development proposals faster than a centralized agency.
I have worked in environmental protection most of my life, and in particular assessing the impact of developments. This process can appear to be be slow, but it can also be done faster with local knowledge input.
