I strongly oppose this restructuring.
While it may bring some benefits in terms of making regions consistent & removing staff duplication, I believe the disatvantages outweigh the benefits.
First, it is not exactly staff duplication, as it is having multiple staff in the same category for different municipalities, which have different needs and specializations. This will take jobs away from regions where unemployment is a real concern.
Furthermore, if you consolidate conservation authorities, the different regions with different geographical conditions will not be accounted for. One authority cannot have an adequate amount of specialization to take care of all of Southern Ontario's areas. You cannot apply the same broad policies to areas that have different soil conditions, water risks and ecological states.
Also, I am concerned that consolidating all of the authorities will weaken their collective goal of environmental protection. Shifting authority away from the municipalities and towards the province will almost certainly prioritize development interests over conservation interests. This will go against the initial reason why these authorities were created: To prevent tragedies like Hurricane Hazel and keep local communities safe (by ensuring local land use complies with local watershed limitations).
