Attached, please find City of Hamilton comments in response to the above-noted ERO posting. This includes a motion passed by Hamilton Planning Committee and Council, as well as City of Hamilton staff comments which were endorsed by Planning Committee and Council in their December 2, 2025, and December 10, 2025, meetings.
Key concerns with Conservation Authority consolidation include identifying the need for a governance model that recognizes the significant responsibility that municipalities have in funding conservation authorities and ensures fair funding and fair representation from each municipality on the boards of the consolidated conservation authorities.
While the proposed approach offers several potential benefits, City staff caution against a one-size-fits-all model for watershed management. Hamilton staff experience shows that local context, strong partnerships, and tailored solutions are essential to success.
