Neoen supports the Ministry’s proposal to amend Ontario Regulation 359/09 to improve the permitting process for renewable energy projects. The proposed changes — including clarifying the role of qualified persons, streamlining requirements for Natural Heritage Assessments, and removing the need for Ministry review in specific cases — represent a thoughtful step toward a more efficient regulatory process that still maintains important environmental protections.
We recognize that renewable energy development must be held to a high standard, and we remain committed to conducting thorough environmental assessments guided by sound science and qualified professionals. The move to an attestation model, supported by updated guidance and clearly defined practitioner qualifications, strikes a reasonable balance between environmental accountability and regulatory efficiency. It also aligns well with the practical realities of project development timelines, especially in the context of Ontario’s growing need for clean energy infrastructure under IESO’s procurement programs.
We encourage the Ministry to ensure that these changes are implemented with clear expectations, consistent application, and continued engagement with development and environmental professionals, municipalities, and Indigenous communities.
