This is an awful idea. The various authorities know the lands and watersheds best and how to manage them appropriately. The provincial government already has authority to set standards so there is no need to amalgamate other than getting rid of jobs and making it easier to get a building permit on sensitive land because there would be no local oversight.
The Upper Thames has done an amazing job at working with farmers and builders to improve our watershed because they know and understand the region. This is not a time to undermine this.
Don't do it! You have more pressing things to work on, like our healthcare system and employment.
