As a preliminary point I can't believe that an Ontario system is using US spellcheck.
Your summary says that the purpose is to free up resources to help front line services. But clearly the government has not learned from the past. These kinds of consolidations never end up providing the benefits they say they intend to create.
You just have to look at the school board consolidations a couple of decades ago - all that did was give all the power to the large urban centre to the detriment of the rural parts of the "new better" board. Given the proposed size of the proposed new Conservation Areas it is certain that the same result will occur. How can you possibly have proper representation on the new board if there are 81 municipalities covered by a new conservation area - the large centres (in this case, Waterloo Region, London, Windsor) will get the power and everyone else will lose. I have no doubt that in the new system any landowners outside the major urban centres who require assistance / approvals will always be put at the bottom on the pile.
If you are looking for efficiencies there are much better ways to get there without decimating the Conservation Authority system. Local decisions and timely local responses are critical.
Keep Conservation Local
Local staff and local offices understand the land, the people, and the
issues. Decisions made far away will not reflect the unique needs of the
Kettle Creek watershed. Local expertise matters for safety, environmental
protection, and community services.
Reduce the Size of the Proposed Region
A regional CA covering 8 conservation authorities and 81 municipalities is
too large to be responsive. The Kettle Creek watershed makes up 3% of the
proposed Lake Erie Regional Conservation Authority area. The Province
should consider a smaller, more focused consolidation that strengthens
efficiency without losing local knowledge.
Retain Local Staff and Local Offices
“Boots on the ground” are essential. Local staff provide fast responses, site
visits, emergency support, stewardship advice, and permitting services.
Centralizing offices risks delays and the loss of trusted relationships.
