The conservation authorities are a world-renown model that is effective for flood management. And extreme weather events like rain and drought events are only going to get worse. There is some duplication over the organizations that should be considered for efficiencies like HR, finance etc but the most important part is that the regional knowledge and recognition of that knowledge should stay in tact.
