The goal of this proposal appears to be:
"The current system of 36 separate conservation authorities is fragmented, with each conservation authority following different policies, standards, fees and levels of staffing and technical capabilities. This has led to unpredictable and inconsistent turnaround times for approvals across all conservation authorities, creating uncertainty and delays for builders, landowners and farmers seeking permits, and undermining conservation authorities’ ability to protect communities from floods and natural hazards."
This completely misses the point of the Conservation Authorities, and reveals the true motivation of the proposal.
The true motivation of this proposal is to achieve slick "turnaround times" for developers. This is palpable nonsense.
The point that is missed is that the Conservation Authorities play a key role in monitoring a vital resource: water. We all need to have reliable and safe supplies. The Walkerton Tragedy underlined what can happen when standards are relaxed, inspections are infrequent, staff are stretched. To undermine what we have achieved in the past 25 years is a travesty, a disservice to all who currently live in Ontario, and all future generations. Entirely because of "uncertainty and delays for builders seeking permits". This is a egregious attack on a fundamental human right - to be assured of clean water. This proposal does nothing to ensure that we never suffer another Walkerton Tragedy.
