This proposal is simply not necessary. There are other alternatives for this for profit company which do not require effluent having to be released into the Goulais River. The WWTP is supposedly to allow for expansion yet there's been no commitment to expanding, only thoughts of. Also, the current accommodations are not full leaving the requirement for additional rooms questionable.
