1) Why is the Assimilative Capacity Study not signed, not dated, and not sealed by a professional Engineer licensed in Ontario? This appears to be a breach of the Professional Engineers Act and should be investigated.
2) In the KEC Design Brief Section 3 - there is only one brief paragraph that discusses some alternatives to the proposed treatment system. This hardly seems like an exhaustive review of alternatives to releasing effluent directly into the Goulais River. A thorough review of alternatives shall be completed and presented showing the criteria used and scoring results of each alternative evaluated. A permit shall not be issued until the alternatives have been presented to the public for review.
3) KEC Design Brief - Appendix D - a Zoning Map is provided, however, the proposed site location is not shown on the map. It is difficult to locate the project site on the map and determine the zoning. It should be noted that the entire length of the Goulais River is zoned as Environmental Protection. The design brief does not explain what that Zoning Limitations are and does this project fit withing those zoning restrictions.
4) The proponent should be looking for ways to work with the public to address environmental concerns. Perhaps an alternative design incorporating some natural features such as a wetland buffer prior to the river discharge should be explored with the assistance of a designer familiar with such systems.
