The problem is the traffic. Trafalgar Road and Cross Avenue is already a nightmare, especially during rush hours.
IF the MZO is serious about this being a "Transit-Oriented Community", then I see very little problems implementing this order ONLY IF the constructed apartments do not coming with personal car parking spots.
A "Transit-Oriented Community" has little need for personal car parking spots.
