Boralex appreciates and supports the Ministry of the Environment, Conservation and Parks’ (MECP) proposed amendments to streamline the Renewable Energy Approval (REA) process for upcoming energy projects that will be integral to the stability of Ontario’s grid. We welcome steps that reduce duplicated red tape and adopt attestation by qualified persons for Natural Heritage Assessments and bird/bat Environmental Effects Monitoring Plans, which we view as a constructive way to improve efficiency while maintaining environmental protections. We also encourage MECP to coordinate with the Ministry of Citizenship and Multiculturalism (MCM) to explore complementary attestation models that protect archeological resources while enabling efficient REA submissions. Finally, we emphasize the importance of qualified persons continuing to collaborate closely with local Indigenous communities to ensure cultural and environmental considerations remain respected throughout the process.
